The ideal candidate will support the maintenance of our client's Project and Programme Management standards and procedures, working in line with the programme's Assurance and Gateway Review processes, whilst being fully engaged in all development and delivery activities as and when directed.

In addition, the appointed candidate will ensure that project processes, procedures and records are developed and properly in place to enable the effective ongoing functioning of the programme teams. In this supportive role, the successful candidate will establish, manage and ensure compliance with filing systems for project and programme specific documents and records and ensure the development and delivery of all required Project support services to support the effective on-going functioning of the programme teams.

An essential part of this role will see the successful candidate diligently ensuring all Programme / Project Documents are produced, reviewed, approved and kept up to date for each project/ programme, whilst participating in appropriate reviews and lessons learnt exercises at the various stages of the lifecycle process for all company Programmes and Projects.

In this specialist business area, the appointed candidate will manage the monthly programme reporting process, including preparation of reporting templates, collation of programme reports, and producing the monthly board reporting in accordance with challenging deadlines. Once produced, the next stage will see the appointed candidate co-ordinating the dissemination and monitoring of project and programme periodic report packs and identifying and implementing improvements to the reporting process on an ongoing basis following consultation with the senior management team.

Performance monitoring is a key accountability in this role, this activity will see the ideal candidate taking responsibility for the consistency and quality of monthly progress update process / schedules, identifying and evaluating schedule deviations on a monthly basis, analysing complex project data and writing technical management level progress reports and co-ordinating all projects (both internal and external) reporting to tight timescales whilst managing conflicting priorities effectively.

The commercial part of this role is the main focal point and supports the delivery of commercial/procurement related workstreams. In line with the above general Project Officer accountabilities, the ideal candidate will also support the Procurement team during tenders, evaluations and other aspects involved with running large-scale public-sector procurements. The essential competence required from this role, will see the appointed candidate work closely with the IST Commercial team to deliver the required reports, presentations and contracts in support of the IST Phase 2 and Phase 3 projects: therefore, experience in the following would be advantageous: -
o IT services & systems
o Procurement
o Change management
o Customer Experience

What our client is looking for:

To be successful in this role, the ideal candidate will need to display a sound understanding of project and programme management principles, and an ability to compile clear and concise technical and non-technical reports for a range of political, professional and lay-person audiences.

Sound working knowledge of policies, procedures, regulations and legislation in area of specialism, along with good communication skills and the ability to build and manage relationships with stakeholders, are also equally valuable competencies to be successful in this role.

Experience of matrix management and leading project activities, combined with up to date knowledge of external issues (legislative, regulatory, best practice standards etc.) that affect this specialist area, with an ability to provide advice on, and recommend changes to, policies and procedures within own service area.

To demonstrate the competence and essential role specifications, the ideal candidate must be degree qualified, or have gained equivalent experience in the related subjects, together with a Project management qualification e.g. PRINCE2 or equivalent.
